Cleaning tender mobilisation plan: how to show a smooth first four weeks

Short answer

A mobilisation answer should show what happens between award and go-live, in order, with who is responsible and how risks are managed.

Use the buyer's stated start date and any transfer information they provide. If staff may transfer, show you understand the process without giving legal conclusions — take advice where needed.

What the buyer might be asking

  • What are the key milestones before service start?
  • How will incoming or transferring staff be inducted?
  • What are the main mobilisation risks and mitigations?

Weak draft (fictional)

We have mobilised lots of contracts and know how to make the transition seamless. Our experienced team will make sure everything is ready on day one. Staff will be fully trained and we will work closely with the client throughout.

What the draft misses

  • There are no milestones, dates or owners, which is exactly what the question asks for.
  • 'Seamless' and 'lots of contracts' are claims without evidence.
  • Risk management is not addressed at all.

A better version (using only the fictional facts above)

Our operations manager will lead mobilisation from award to the 1 April start. Equipment will be ordered on award, and we will hold weekly mobilisation meetings with the buyer. All operatives will receive an induction covering site rules and our checklist app [insert when induction takes place]. [Insert dated milestones between award and 1 April.] [Insert staff transfer or recruitment steps, if applicable, after taking appropriate advice.] Key risks and mitigations: [insert top risks and how each is managed].

Bracketed text marks facts the bidder still needs to supply. Never fill these with invented figures.
