Tender added value and innovation answer: what counts and what doesn't

Short answer
Pick a small number of ideas that solve something the buyer cares about. For each, say what it is, how it'd be delivered and whether it's included in the price.
Innovation doesn't need to be high-tech — it needs to be useful and real.
What the buyer might be asking
