How to Check a Tender Response Before Submission: A UK SME Checklist

Most tender responses are finished in a rush. The writing gets done, the portal deadline gets close, and the final check is a quick skim. That skim is where avoidable marks are lost. This guide gives UK SMEs a simple order of checks to run before pressing submit.

Why the order matters

Evaluators usually score each question separately against a published rubric. A beautifully written answer still loses marks if it misses a sub-question, ignores the word limit or relies on claims with no proof. Pass/fail compliance items are even harsher: a missing form or signature can stop your bid being scored at all. Checking in a fixed order stops you polishing sentences while a mandatory document is still missing.

Step 1: Confirm you have the latest buyer documents

Download the tender pack again from the portal. Look for clarifications, amendments and updated question sets published since you started. Answers written against an old version of the question are a common and painful mistake.

Step 2: Run the compliance pass

  • Every mandatory question is answered, including ones on later tabs or in separate forms
  • Required forms, declarations and signatures are complete
  • File names, formats and page or word limits match the instructions
  • The legal entity named matches the one bidding
  • Insurance, accreditations and policies quoted are current

Step 3: Check each scored answer against the question

Put the question and the scoring guidance side by side with your answer. Highlight every separate ask inside the question. Then confirm each one is answered clearly, ideally in the same order the buyer asked it. Evaluators often allocate marks per sub-question, so a missing part costs marks however good the rest is.

Step 4: Turn claims into evidence

Read each paragraph and ask: what proves this? Replace general statements such as "we deliver a high-quality service" with what you actually do, who does it, how it is measured and a real example from comparable work. Only use evidence you genuinely hold — never invent figures, accreditations or case studies.

Step 5: Check consistency across the pack

Staffing numbers, mobilisation dates, prices, assumptions and named people should match across every answer and the pricing schedule. Inconsistencies make evaluators doubt the whole bid.

Illustrative example

The following is a fictional example. Brightway Facilities Ltd, a small cleaning contractor, drafted a 500-word answer on quality management. On checking, they found it answered "how do you monitor quality" but skipped the second part of the question, "how will you report performance to the council". They added a short paragraph naming their monthly KPI report, who sends it and what it contains, and removed a generic opening paragraph to stay within the word limit.

How early should I start checking? Ideally at least one working day before the deadline, so there is time to fix gaps rather than just spot them.

Should someone else check our response? A fresh reader often spots missing sub-questions and vague claims the writer no longer sees.
